一、《安徽统计年鉴—2004》是一部全面反映安徽省国民经济和社会发展情况的资料性年刊。本书收录了全省及各市、县2003年经济和社会各方面大量的统计数据，反映了“九五”时期的全省主要统计数据，重点展现了“十五”时期的各年安徽人民在经济建设及社会发展方面取得的新成就。
二、《安徽统计年鉴—2004》为适应改革开放的需要，全书中英文对照和配套出版磁质光盘。为了反映安徽在实践“三个代表”重要思想取得的丰硕成果，配合和服务于本省经济发展战略要求，新增加了“皖江经济区域”、“芜马铜经济区域”，京九沿线、淮海经济区各省分市经济指标对比内容。紧跟统计方法制度改革的步伐，增加了流动人口及流向、失业原因、软件开发、妇女儿童监测、残疾人事业、农产品生产价格指数、城市基础设施建设、社会环保、公路交通量、城乡居民恩格尔系数等一系列内容。同时刊登了各部门、企业展示新成绩新风采的彩色图片。
三、全书内容共分21个篇章和附录，即：行政区划和自然资源；综合；国民经济核算；人口；从业人员和职工工资；固定资产投资；能源生产和消费；财政金融保险；物价指数；城乡人民生活；城市概况；农业；工业；建筑业；交通运输、邮电通信业；批发零售贸易和餐饮业；对外经济贸易和旅游业；教育、科学技术和文化；体育、卫生、社会福利和其他；重点企业、集团、景气调查；省级和县级主要经济指标及位次。附录部分有：贫困县监测情况；企事业单位简介。为了进一步帮助读者理解和使用有关数据，各篇章附有简要说明和主要指标解释，介绍了统计范围和统计方法。
四、按照国家要求，本年鉴执行新的国民经济行业分类标准。
五、本年鉴资料主要来自全省国民经济社会统计报表和部分抽样调查资料。
六、本年鉴中使用的度量衡单位均采用国际统一标准计量单位。
七、本年鉴中部分合计数或相对数的单位因取舍不同产生计算误差未作机械调整。
八、本年鉴符号使用说明：“…”表示该数据不足本表最小计量单位数；“空格”表示该项无统计数据；“#”表示其中的主要项。

Ⅰ. Anhui Statistical Yearbook 2004 is an annual statstics publication, which covers mainly statistics in 2003 at provincial level and local levels of city and county, reflecting statistics during the period of "Ninth five-year-plan" at provincial level, therefore, shows various aspects of the new achievements that the people in Anhui made in economic construction and social development in the period of the "Tenth five-year-plan".
Ⅱ. To suit the needs of reform and opening to the outside world, all of this yearbook is compiled in Chinese-English bilingual way and magnetic CD-ROM is pulished to form a complete set. In coordination with the strategic demands of the economic development in Anhui province, to reflect the splendid results in the respect of practising the important thought of "three representatives", we newly added the contents of "Wanjiang River Economic Zone", "Wu Ma Tong Economic Zone" and comparison of main economic indicators among the provinces along the Jingjiu Railway or in Huaihai Economic Zone by city. Closely following the paces of statistical system reform, a series of content is added, including fluid population and floating direction, cause of unemployment, software development, observation and survey of women and children, undertaking of disabled persons, production
price indices of agricultural products, construction of municipal infrastructure project, social environmental protection, highway traffic volume, Engle coefficient of urban and rural residents and so on. Moreover, colorful photoes are carried to show the fine style of various of departments and enterprises in the new century.
Ⅲ. The book contains the following twenty-one parts and appendix. Division of Administrative Areas and Natural Resources; General Survey; National Accounts; Population; Employment and Wages; Investment in Fixed Assets; Production and Consumption of Energy; Finance, Banking and Insurance; Price Indices; People's Livelihood; General Survey of Cities; Agriculture; Industry; Construction; Transportation, Postal and Telecommunication Services; Wholesale, Retail Sale and Catering Trade; Foreign Trade and Tourism; Education, Science and Culture; Sports, Public Health, Social Welfare and Others; Key Enterprise, Group and Business Survey; Main Economic Indicators and Their Orders of Precdence of Provinces and Counties. The appendix inclueds: observation and survey of poor counties and brief introduction of enterprises and institutions. To help readers further understand and make use of the data, each part is supplemented by brief introduction and explanatory note on main statistical indicators, introducing statistical coverage and statistical methods.
Ⅳ. In accordance with the demand of NBS, the new "standard national economic sector classification" was carried out in this yearbook.
Ⅴ. Data in this yearbook are mainly obtained from regular statistical reports on national economy in the province and part of sample surveys.
Ⅵ. The units of measurement used in this book are internationally standard measurement units.
Ⅶ. Statistical discrepancies due to rounding are not adjusted in this book.
Ⅷ. Notations used in this book: "…" indicates that figure is not large enough to be measured with the smallest unit in the table; "(blank)" indicates that data not available; "#" indicates the major items of the total.
